美濃水庫當初為供應大高雄都會區的水需求而規劃興建，但美濃鎮民組成「美濃愛鄉協進會」，並結合在地生態保育團體組織力量展開一波波的陳情抗爭活動。美濃鎮民反對水庫的理由，首先，水庫是土石壩，而且地處斷層帶上；水庫區附近擁有熱帶試驗林及黃蝶翠谷，台灣鄉土作家鍾理和的故居也在周圍，水庫一旦興建，珍貴自然生態及人文資產將毀於一旦。
1990年代初期，政府在美濃鎮東北角雙溪興建「美濃水庫」計畫曝光，在事前沒有對居民告知、更別說在居民瞭解的情況下，引發質疑。美濃愛鄉協進會是在「第一次美濃水庫興建公聽會」後，由一群農民、地方政治領袖、回鄉青年與當地藝術家共同組成，他們舉辦反水庫說明會，並且透過不斷的演講以及宣傳，讓反水庫意識逐漸在美濃生根茁壯。
最終立法院預算委員會通過決議，認為南台灣的水資源政策應重新通盤檢討，因而刪除了美濃水庫的工程預算，美濃鄉親的行動與理念再次獲取了重大的勝利，美濃愛鄉協進會稱這場反水庫興建運動是「一場起於反水庫卻永無止盡的社區運動」。
經過多年倡議，當初的反水庫運動已提昇至水資源保育運動，且從1995年起開始，連續幾年在「美濃水庫預定地」雙溪黃蝶翠谷舉辦「美濃黃蝶祭」，推展環境教育。2004年舉辦「國際河流會議」，將過去國際交流所得來的進步思維、資訊、專家學者引介到台灣，以國外的經驗來思考台灣的發展。

Meinong Anti-reservoir Movement
The Meinong Reservoir was initially planned to meet demand for water from the Kaohsiung Area. However, residents of Meinong Township formed the Meinong People's Association, bringing together the organizational capacities of environmental groups to organize a series of protests against the reservoir.
Opposition was caused by a number of factors. The reservoir was to be built on a fault zone. Furthermore, a tropical experimental forest, yellow butterfly valley, and family home of Taiwanese nativist writer Chung Li-ho were located at the site of the proposed reservoir. The building of the reservoir would destroy these precious natural and cultural resources forever.
The government's plan to build the Meinong Reservoir on the Shuangsi River in the Northeastern corner of the township was revealed in the early 1990s. Prior to this, residents had not been informed of the plans, leading to local suspicion. Following the first public hearing on the Meinong Reservoir plans, the Meinong People's Association was established by a group of farmers, local political leaders, youth who had returned home, and local artists. The group organized meetings in opposition to the reservoir, and through a series of lectures and publicity events, gradually created a mood of local opposition to the plans.
Eventually, the Legislative Yuan Budgetary Committee decided that a new rev iew on water resources in South Taiwan was required and removed funding for the reservoir. The ideals and efforts of the Meinong residents ended in a major victory. The Meinong People's Association stated that opposition to the reservoir was only a start, and that the movement would continue into the future.
Following a number of initiatives over the years, a movement that started in opposition to a single reservoir has grown into a broader water conservation movement. In addition, since 1995, a regular "Meinong Yellow Butterfly Festival" has been held at the proposed site of the reservoir on the Shuangsi River to promote environmental education.In 2004, an "International Conference on Dam Alternatives" was held, realizing the benefits of previous exchanges by bringing in scholars and experts to Taiwan to share knowledge and experience from overseas.
